Because of the recent financial crisis the main victim in our society was a girl and a woman. A large number of girls and women are not employed, they have no job, they stay at home all the times, although some of them have completed their education but the government doesn’t have a plan to employ them and the majority of them or may be all of them are disadvantage people, sometimes they get insults and bad treatment from their families; as a result they feel that their life is meaningless. CONCEPT NOTE
LGBT BLOOD DONATION CAMPAIGN

CONCEPT TITLE;
FIGHTING HOMOPHOBIA IN UGANDA THROUGH THE LGBT BLOOD DONATION CAMPAIGN

Theme for the Blood Donation Campaign;
SAVING LIFE IS MY RESPONSIBILITY, IT’S NOT ABOUT WHO I AM

1.0 Background;
Today the documented number of LGBT people in Uganda has grown from 763,890 to 2,598,456 and more are coming out of the closet because there are mechanisms that support their human rights. However, despite this steady growth, LGBT people continue to face a lot of persecution because of their sexual orientation and gender identity.

Hate for LGBT people has been favored by the presence of cultural and religious beliefs, notions and assumptions that homosexuality is immoral, unnatural, unAfrican and satanic and so LGBT people have been branded as immoral, insane, wicked, social misfits, recruiters of children into homosexuality, pedophiles and satanic. Because of those brandings, LGBT people are beaten in public and social places, abused and insulted, evicted from houses, attacked along roads and burnt, disowned by parents and banished from homes, denied education, subjected to corrective rape, cruelly arrested by police, brutally beaten and imprisoned without trial and society avoids them.

Further, it is those brandings and assumptions that have led Ugandan legislators to develop laws that criminalize homosexuality with death penalty as they appear in the Penal Code, the Constitution and the nullified deadly Anti Homosexuality Act 2014. Such torturous and criminalizing conditions have traumatized many LGBT people and made them homeless with some mentally broken down languishing in extreme poverty, loneliness, disease and pain while surviving on unprotected sex work. Their talents and giftedness are lost in trauma.

The gravity of torture for LGBT people was summed up in a 2014 report dubbed ‘From Torment to Tyranny’ which exhibited that currently, in every four months, 162 cases of persecution of LGBT people are recorded and the problem is increasing. It is because of this unfriendly situation that Uganda was branded the worst place to be gay by the Independent Magazine in 2014.

Several strategies by human rights groups and individuals have been devised including education sessions and dialogues but homophobia seems persistent, that is why UCAAUG has creatively come up with the LGBT blood donation campaign as one of the successful means to lessen homophobia while closing the knowledge and social gaps between LGBT and non-LGBT people.

On 6th January 2018 a shortage of blood supply was reported in Ugandan hospitals by Uganda Blood Transfusion Services and was causing a lot of preventable deaths especially among women and children. The shortage of blood has been attributed to people abandoning blood donation and so there is a great outcry for blood. UCAA-UG wants to respond to this outcry by mobilizing LGBT people for a 3 days blood donation exercise which will help undo the myths that LGBT is contagious, LGBT people are insane and useless and will portray LGBT people as responsible citizens of Uganda and the problems that affect other Ugandans affect them too. We are more optimistic that this life saving drive will change attitudes of very many homophobic Ugandans and appeal to their feelings to tolerate and peacefully co-exist with LGBT people.

1.1 Why the LGBT blood donation campaign;
In the past, health strategies have proved successful in advancing human rights for LGBT people in Uganda and creating friendly spaces in the health sector for LGBT people to access health services especially HIV/AIDS and treatment of STIs and other diseases. In most government health centers like Mulago National Referral Hospital, MARPI Clinic has been set up and fully facilitated to treat LGBT people and anal infections.

Given that historical breakthrough while using the health sector, we believe the LGBT blood donation campaign which is part of the health strategies will be a great breakthrough in creating interactions between LGBT and non-LGBT people, undo several stereotypes that block interaction between LGBT and non-LGBT people and cause aggression towards LGBT people. The blood donation campaign which is a great life saving campaign has come at a crucial time when there is a blood crisis in the country and so it will touch the hearts of very many Ugandans at all levels including religious leaders who command big crowds to stop preaching hate for LGBT people and we are more than confident that this blood donation campaign will greatly break the ice of LGBT intolerance in Uganda.

Nature of the campaign
The LGBT blood donation campaign is an advocacy strategy targeting to change attitude of society towards LGBT people, bridge the gap between LGBT people and non-LGBT people and undo stereotypes about LGBT people which all are causing aggression towards LGBT people. The method through which those targets will be achieved is as below;
The blood donation campaign will be participated in by 200 LGBT people who will donate blood for 2 days from 29th-30th March 2018. The participants shall be those who are comfortable with the media and they will be divided into 2 groups for the two days, so each day we shall have 100 LGBT people donating blood. Since we target to change attitude and bridge the gap between LGBT people and non-LGBT, we shall have 20 nonLGBT blood donors participating in the campaign and these will be mainly religious leaders because our core work as UCAA-UG is advocacy around changing attitude of religious leaders who command big crowds but preach a lot of hate for LGBT people.

The 20 participants will help to testify to the public that LGBT is not contagious; one does not become LGBT by being in company with LGBT. They will also help to show that LGBT people are not aggressive and are sociable. Religious leaders are expected to dialogue with other religious leaders about tolerance of LGBT people.
The exercise for collecting blood will be performed by the Uganda Blood Transfusion Services (UBTS) a government entity that is entrusted the responsibility of nationwide blood transfusion. This will help us be able to lobby further the Ministry of Health and the government about decriminalizing LGBT people. To this, the chief guest to the blood donation campaign will be the Minister of Health Honorable Jane Aceng and she will be tasked to give an opening speech to the blood donation exercise and we will request her to stress the importance of non-discrimination and human rights as well as the great contribution of sexual minorities to the health sector. The blood donation campaign will run under a theme; Saving Life Is My Responsibility, It’s not About Who I Am and speeches will be tailored to suit this theme.
There will be three tents; one tent will be for blood donation, one with counselors and the other will be a waiting tent for those coming to donate blood. Each of the three tens shall have a banner displayed before it with the name of the activity, the name of the organizer of the campaign and the theme of the campaign;

Emprendimiento Sostenible un Camino POsible

Expiration: August 18, 2018
